What is COSTARS? 

COSTARS (the Cooperative Purchasing Program) is a purchasing program run by the Pennsylvania Department of General Services that helps public entities in Pennsylvania buy goods and services more easily. 


In simple terms: 

It lets organizations skip the traditional, time-consuming bidding process by purchasing through contracts that the state has already competitively bid and approved. 


Who can use COSTARS? 

  • School districts 
  • Municipalities (townships, boroughs, counties) 
  • Authorities (water, sewer, etc.) 
  • Nonprofits tied to public services 


How it works: 

Vendors (like SRS) become approved COSTARS suppliers. Then public entities can hire them directly through the program without issuing their own bid.
